The project involved the construction of an office complex to house the offices of the Malta Maritime Authority and those of other maritime related entities.

The building responds to the harsh environment created by the busy thoroughfare of Pinto Road by having its entrance facing the harbour thereby opening itself up to the natural light of its South facing orientation. A spine of service spaces placed just behind this North facing street facade further enhances this detachment. Louvered screens on the South facades protect the glazed surfaces from the summer sun whilst allowing the rays at a lower incidence to penetrate in winter.

The overall form of the building reflects the building program with a central block housing the main entrance and principal functions, acting as a distributor to the two wings. The three identifiable blocks sit on a platform housing the floor where all maritime related bodies come together to interface with the visiting public.
